Baltic Environmental Forum Estonia was founded as a non-governmental, non-profit organisation in 2003 as a follow-up of the previous project entity founded in 1995. Baltic Environmental Forum Estonia is an independent legal entity, which is an organisational member of BEF Latvia. The organisation is project based funded and implements a variety of different size environmental projects.
The BEF-EE team has 12 years experience in facilitating a Baltic dialogue and organising trainings and seminars needed for improved professional attitude of its stakeholders on environmental issues. BEF-EE has large experience in EU funded projects and national environmental projects. Hazardous substances and chemicals are one of the outstanding fields of expertise the organisation is specialised in.

Hendrikson & Ko is a consultation and development company with a mission to elaborate and implement the best practice of strategic planning and administration and environmental management both in public and private sector. Activities are divided into 3 branches: 1) Environmental management
2) Master planning and regional development 3) Detail planning.
Environmental management is one of the oldest activity fields of Hendrikson & Ko (started in 1993). Their main activities on a daily basis are the following:
- environmental impact assessment for projects (industry, roads, etc);
- composing applications and reports for environmental permits (regarding air, water, waste, IPPC);
- air pollution and noise modelling;
- strategic environmental impact assessment.
In recent years specific attention has been paid to activities related to safe management of chemicals. Experts of Hendrikson & Ko have participated in training of REACH consultants for the Baltic States (2004/5) and have been involved in projects related to hazardous substance management in the Baltic Sea region.

The Estonian Environmental Research Centre (EERC) is specialised in chemical analyses in the field of environment protection. EERC provide a comprehensive range of analyses, all made in compliance with international standards. EERC also provide a comprehensive range of analyses for drinking water, food stuff, fuel etc.
EERC facilities are well-equipped, enabling precise determination of environmentally dangerous substances in different sample types.
The Center is accredited by the German accreditation bureau Deutsches Akkreditierunssystem Prüfwesen GmbH (DAP) (Reg no DAP-PL-3131.99) and the Estonian Standard Board (Reg no L008). EERC are also licensed by the Estonian Ministry of Environment to perform environmental impact assessments.

AS Tarkon is dealing with fine mechanics and produces different machineries for automotive industry, climate systems, consumer products, energy, industrial equipment and telecommunication. Main processes are metals and plastics mechanical treatment and assembling mechanical and electronical machineries. Company mission is to be a competent system supplier in “box building” value chain and to serve our stakeholders by reaching maximum result with optimal use of resources.
AS Tarkon knows that their everyday activities have an impact on the environment and that through their processes they are affecting the local and global well-being. Therefore they take environmental issues and questions seriously and try to reduce negative impacts to achieve sustainability in the environment. While doing this they follow the principle of working more preventively and not simply by using so called end-of-pipe measures. Company has been implementing quality systems certified according to ISO 9001 and ISO 14001.

AS ESTKO has been established in 1991. The main activity of company has remained the production of efficient and environmentally friendly cleaners for agricultural and food industry.
AS ESTKO is manufacturing the products for car service and domestic use. Among them, the cleaning agents for kindergartens, schools, hotels, service centers and cleaning companies.
The strategy of AS ESTKO is to be oriented towards the customers and to maintain optimal proportion of quality to the price. Due to the production of high quality, advisory service and stable marketing have the products of AS ESTKO met a good acceptance among the customers of Estonia, Latvia, Lithuania, Belorussia and Finland.
In December 2003, ESTKO AS was awarded a quality certificate by the international certification company BVQI and in February 2004 has received certificates of the environmental management system, occupational health and occupational safety, which confirm the company’s management system’s compatibility with the requirements of international standards ISO 9001:2000, ISO 14001:1996 and OHSAS 18001.

Eskaro AS is a manufacturing-commercial company, entirely based on Estonian capital. The company produces paints, varnishes, putties, wood protectors, glues and other products. Product range grows constantly. Today more than 75 descriptions of products are manufactured under ESKARO AS trademark.
In 1998-1999 the company invested considerable funds into laboratory equipment for Research centre. All products manufactured at the factories of ESKARO AS are own original development of this Centre. Qualified specialists from Research centre of ESKARO AS take part in joint researches with laboratories of major European companies producing raw materials and additives. Intensive work of Research centre on product improving, implementation of effective types of raw materials and advanced processes and technologies, product quality control on all key stages of production allow to manufacture competitive production which corresponds to all requirements of modern market of paints and varnishes.

Latvian Institute of Aquatic Ecology is a small scientific institute dedicated to basic and applied research of ecology and environmental problems in the Baltic Sea. Most of our work focuses on the Gulf of Riga and the Latvian part of the Baltic Proper, where we are also responsible for marine environmental monitoring. The partner is HELCOM focal point for marine monitoring and will carry our in 2008 – 2009 a project sampling and analysing the same substances of concern in the coastal areas, and therefore providing complementary information to the BaltActHaz project.
River and effluent research is a new field for expansion of the institute the experienced staff will go for in future.

The State Environmental Service (SES) is a state institution under supervision of the Ministry of the Environment. The SES was established on 1st of January 2005 integrating former State Environmental Inspectorate, 8 Regional Environmental Boards and Marine Environmental Board.
The goal of SES is to ensure the compliance of implementation of legislation framework in the area of the environment protection and natural resources.
SES functions are:
- according to the procedure provided in the laws and regulations regulating the protection of the environment to carry out the state control of the environment protection and natural resources use in the territory of Latvia, continental shelf, economic zones of the Baltic Sea and Rīga Gulf, territorial waters and inland waters.
- according to the procedure provided in the laws and regulations concerning fishing to provide the control of the fishing carried out by the Latvia’s fishing vessels in the waters of the European Union member states, of states which are not member states of the European Union and in the high seas.
SES performs the following tasks:
- controls the compliance with the laws and regulations regarding to the output and utilization of the natural resources, the protection of the nature, the emissions of the polluting substances, the management of the hazardous and household waste, the activities with the chemical substances and products;
- issues the permits (licenses), the technical requirements and other administrative acts concerning the utilization of the natural resources and the performance of the polluting activities;
- informs the society about the activities of the service and gives to the society the disposable information about the environment;
- takes part in the management of the emergency situations.
Hazardous substances management via permits is one of the goals of the SES and therefore the organisation is participating with its national and regional structures in the project aiming at changes in the system of operation.

At the moment, the company is one of the largest industrial chemical producers in the Baltic States, as well as the largest producer of insulation materials. Company “TENAX” produces insulation materials, sealing materials, glues, industrial chemicals and packing material from EPS.
The company has been participating in the applicants pre-project works and found amounts of target substances in their use by random sampling, therefore the project is highly welcomed to do systematic screening and the company is motivated to undertake serious action for substitution.
KVADRO, Ltd. - www.kvadro.lv
KVADRO Ltd produces household chemical goods, automotive and technical products, garden chemistry goods, cosmetics and perfumery in aerosol packaging.
Company makes contract filling of different products for different customers, packaging with design and the trade mark of the customer and specializes on both regular production of articles for wide range consumer use and specific products for professional users. KVADRO has a laboratory for their inner use and further product development.
Although company can be scaled as small-size by the number of employees, most production processes are fully automatic and the total production capacity exceeds 7 million units per year.
As raw materials and ready products produced by KVADRO contain a wide range of substances which by different ways might be emitted into environment, company is very interested in identifying and substituting hazardous substances currently used.

BEF Lithuania was founded after the finalisation of the technical assistance project in the Baltic States, which is also the origin of BEF Estonia and BEF Latvia and was founded in 2003 as a non-governmental, non-profit organisation having the same objectives and goals in mind. BEF Lithuania is an independent entity, which however is a formal organisational member of BEF Latvia.
Similar to the other two BEF organisations the Lithuanian team has long-years experience in facilitating a Baltic dialogue and organising trainings and seminars needed for improved professional attitude of its stakeholders on environmental issues. BEF-LT has large experience in EU funded projects and national environmental projects. Hazardous substances and chemicals are one of the outstanding fields of expertise the organisation is specialised in.
The objectives of BEF LT are similar to the applicant, BEF EE and the partner BEF LV: to develop, to implement and to participate in projects contributing to achievement of the goal of the organisation; to develop and to maintain co-operation among stakeholders at different levels and scales; to organize trainings, seminars and other events on the subject matters of environment, management and communication; to promote higher accessibility of information and understanding of the principles of environmental protection, position of environmental policy and practical implementation of the requirements of environmental protection; to participate in the processes of development and decision-making in environmental policy.

The Environmental protection agency (EPA) ensures uninterrupted and comprehensive monitoring of the quality of the environment and the use of natural resources, objective evaluation of findings, which assists the authorities in implementing their functions and resolving problems on the basis of available information.
The EPA is responsible for the performance of the following functions:
- making the proposals for the formulation and implementation of environmental policies;
- co-ordinating the process of environmental impact assessment with respect to planned economic activities;
- formulating conclusions of pollution and other environmental impacts produced by economic entities.
The EPA has recognised the problem of hazardous substances in water and related obstacles for implementation of the WFD as a major issue on their agenda and welcomes the project as a good tool to elaborate proper strategies, train stakeholders and establish the system of substance tracing and management at company level by better permits. The EPA will participate with its staff actively in project actions and welcomes the opportunity for Baltic cooperation.

The three Lithuanian regional environmental departments (B14 – 16) decided on partnership in the project due to the fact that they have a lot of target industries in their regions which urgently need better chemicals management. Permits are seen as a tool to agree with the enterprises about reduction measures and the partner is very well aware about the needs to improve permit quality and address the target substances in details in the permits. Permitting guidelines and a seria of pilot permits are the aim of the partner in the project and he is well-motivated to invest its labour into this challenging task.
The main goal of the Vilnius environmental protection department activities is organizing and pursuing of State environmental protection and natural resources consumption control in the region to ensure low and order.
Main working fields are:
- Environmental air quality control;
- Water resources control and management;
- Waste management control in the region;
- Chemical substances management and control;
- Control of radioactive substances;
- Environmental permits and integrated management;
- Emergency prevention and management;
- Control of animal resource use;
- National forest control;
- Control planning;
- Environmental education.
The partner has convinced the local water company Vandenys to also participate in the project and aims at active collaboration to trace back substances to industry which is discharging into the municipal waste water system.
Klaipeda Regional Environmental Protection Department (Klaipeda)

AB "Siulas"
AB "Siulas" is one of the oldest flax mills in Lithuania. It was founded in 1928 and since then is in linen business. It produces natural, white and dyed wet spun yarns, fabrics, garments, table/kitchen/bed linen and other accessories and items.
There are 366 workers in the company. Lots of the production (~85%) goes out of the Lithuania to other EU countries, USA, Japan, Australia etc.
Company has established ISO 9001 and ISO 14001 management systems. Company has modern dyeing processes. However it is aware of the potential problems with regard to emissions of substances hazardous for the water environment.
AB “Vakarų laivų gamykla” (VLG)
AB “Vakarų laivų gamykla” (Western Shipyard) is one of the biggest Lithuanian companies started its activities in 1969. After a successful reorganization in 2003, company was restructured into “Vakarų laivų gamykla” company group, with 23 companies within it.
The main AB “Vakarų laivų gamykla“ activity trends are: ship repair and conversion, ship building, stevedoring and storage services, metal construction production, metal processing, hot galvanization, transport services, procurement, etc. Outside its strategic activity – ship building and repair, company production areas allow the production of bulky overall dimension (up to 88 t ) and high complexity metal constructions, sandblast, prime and cut steel sheets and profiles, render reloading services, transport cargo by local and international routes.
Company‘s quality management system is sustained by ISO 9001 and ISO 14001 standards. At promoting the state environmental protection strategy, which aims to reduce industrial pollution by industrial waste water and to reduce the groundwater pollution, the company has implemented a project for the surface rain water treatment.
